On December 8, 2023, General Services Administration (“GSA”) released the second draft RFP for the “Best-In-Class” (“BIC”) Governmentwide Acquisition Contract (“GWAC”). There are a number of changes between the first draft and the recently released second draft. Below we have highlighted some of the significant changes.
Significant Changes
Contractor Business Systems:
- No longer restricted to Defense Contract Management Agency (DCMA) / Defense Contract Audit Agency (DCAA) / Cognizant Federal Agency (CFA) audits or letters
- Contractors may use third-party Certified Public Accountant (CPA) signed letter verifying the acceptability of the system. This currently applies to:
- Cost Accounting System
- Purchasing System
- Estimating System
- Note CFA / CPA Certified is currently worth less points than DCMA / DCAA Certified
Relevant Experience Project Size Thresholds Reduced:
- Reduction in dollar values for relevant experience project size thresholds from $275M to $100M, $100M to $35M, and $35M to $7.5M
Alliant 3 RFP Timeline
The Draft RFP was closed for comments and feedback on January 16, 2024. GSA has communicated that the anticipated release for the official RFP is expected in Q3 FY24 (Late April/May).
